The Uttar Pradesh Skill Development Mission (UPSDM), established on December 21, 2013, by the Government of Uttar Pradesh, aims to provide employable skills to youth aged 14-35, aligning with the National Skill Development Policy of 2009, which targeted skilling 500 million people by 2022. UPSDM integrates efforts from various state and central government departments, such as Rural Development, Urban Development, Labour, Minority Welfare, and Social Welfare, to offer vocational training through government and private training partners.
Key features include: Free short-term training for youth, including those with education beyond class 5, covering sectors like automotive, electronics, food processing, garment making, and more. Provision of uniforms, study materials, and courses in English and computer skills. Training in National Skills Qualifications Framework (NSQF)-compliant courses. A target of at least 70% placement in wage or self-employment, with contracts ensuring training providers meet this goal. Special focus on inclusivity, with 30% of training targets for women and 20% for minorities.
UPSDM collaborates with institutions like IIT Roorkee to provide advanced technical skills and supports initiatives like the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) for rural youth. The mission’s tagline, “Sabko Hunar, Sabko Kaam” (Skills for All, Work for All), reflects its goal of enhancing employability and contributing to economic development.
